Moses H. Sherman moved to Los Angeles in 1890, previously having served two terms as Adjunct-General of the Territory of Arizona. Sherman would use the title “General” for the rest of his life. In the mid-1880’s General Sherman helped found the Valley Bank of Phoenix, and served as President, while building the Phoenix Railway. Shortly before moving, Sherman along with an associate donated 10 acres of land for the capitol in Phoenix, when the town became the territory capitol in 1889.
In 1890, Sherman founded the Los Angeles Consolidated Electric Railway, and made his brother-in-law, Eli P. Clark, vice-president and manager. The Los Angeles Consolidated Railway was the predecessor of the Los Angeles Pacific Railroad. Shortly thereafter, Sherman and Clark purchased 1000 acres of land around the Ballona lagoon/Port Ballona after a previous land developer went bankrupt attempting to turn the the Ballona lagoon into a commercial port. Port Ballona was renamed “Playa Del Rey” and Sherman built a tram line connecting the new area to Downtown Los Angeles.
In 1904, General Sherman, in his role on the Board of Water Commissioners, got wind that William Mulholland and Fred Eaton had purchased water rights in the Owens Valley for the Los Angeles Aqueduct which would terminate in the San Fernando Valley. Land speculators flooded to the San Fernando Valley, Sherman included. A land speculation syndicate was formed, the Los Angeles Suburban Homes Company, including Sherman and his partners Hobart Johnstone Whitley (the “Father of Hollywood”), Isaac Newton Van Nuys, James Boon Lankershim, and Harry Chandler, who was manager of the Los Angeles Times.
In 1909, the Los Angeles Suburban Homes Company purchased a 47,500 acre parcel of land, almost the entire southern half of the San Fernando Valley (south of present day Roscoe Boulevard), from the Los Angeles Farming and Milling Company, owned by Van Nuys and his son-in-law Lankershim. As part of the deal, General Sherman retained 1000 acres of land in what would later become Sherman Oaks, named, unsurprisingly, after him.
In 1911, General Sherman directed the construction of the new San Fernando Line to serve the Los Angeles Suburban Homes Company developments, and partially financed by himself and his partners; approximately $150,000 (approximately $4.6 million today). The new electric railway ran from Lankershim (North Hollywood) through the entirety of all the planned developments in the Southern San Fernando Valley; Van Nuys, Marion (Reseda), and Owensmouth (Canoga Park and West Hills). The rail line ran in the middle of the “$500,000 Boulevard”, a paved and landscaped road financed and built by Sherman and his partners, with no speed limits connecting Van Nuys and Downtown Los Angeles; Sherman Way.
In 1927, the 1000 acre development around Sepulveda and Ventura General Sherman had retained was sold for approximately $780 per acre (originally purchased for $53 per acre). The original road of Sherman Way today consists of Sherman Way from Canoga Park to Van Nuys on the western side, and now extends to Burbank. The eastern original segment, with its railway right of way, is today known as Chandler Boulevard, with a paved median through which the Orange Line runs. The original north/south segment survives today as Van Nuys Boulevard, connecting Chandler and Sherman Circle. Hazeltine Avenue running north/south and connecting Sherman Oaks and Panorama City was named after one of General Sherman’s daughters, Hazeltine.
